Draft regulation respecting manure anaerobic digestion projects eligible for the issuance of offset credits

Québec’s Cap-and-Trade System for Greenhouse Gas Emission Allowances (C&T System) includes an offset credit component that allows proponents to carry out projects on a voluntary basis. These projects make it possible to reduce greenhouse gas (GHG) emissions from industrial sectors or sources other than those covered by the C&T System’s compliance obligations, or to remove GHGs from the atmosphere.

In order to increase the supply of Québec’s offset credits, a draft regulation for a new type of project has been developed.

The aim of the draft regulation respecting manure anaerobic digestion projects eligible for the issuance of offset credits (PDF, 946 KB) is to avoid greenhouse gas emissions caused by manure treatment through anaerobic digestion. In Québec, manure is typically stored in manure pits where it emits methane during its decomposition under anaerobic conditions. These types of manure have the greatest GHG emission reduction potential.

The draft regulation aims to make anaerobic digestion projects for swine and cattle manure originating from farms in Québec that are equipped with a manure management system (manure pit) eligible for the issuance of offset credits.

This draft regulation is published in the Gazette officielle du Québec for a 45-day public consultation period from April 5 to May 22, 2023.
