If a project is subject to the environmental and social impact assessment and review procedures as defined by Title II of the Environment Quality Act, the proponent of the project must prepare and submit an impact assessment and forward it to the Provincial Administrator of the James Bay and Northern Québec Agreement (JBNQA), more specifically Québec’s Deputy Minister of the Environment, the Fight against Climate Change, Wildlife and Parks.

Upon receipt of the impact assessment for a project that is located on land governed under the JBNQA and located south of the 55th parallel, the Review Committee (COMEX) examines the project and can request that the proponent submit additional research and information regarding the project. The COMEX can also organize and hold public consultations with the communities impacted by the project. The Review Committee can then recommend or refuse to authorize the project.

The Ministry is responsible for the secretariat operations of the COMEX and assumes all related expenses. It also reimburses professional fees and travel expenses for the chairperson and other members appointed by the government of Québec.

Human Resources

The Ministry assigns some of its employees to maintaining the COMEX Secretariat and the analysis of projects submitted to the COMEX.
