Evaluating Committee (COMEV)

The Evaluating Committee (COMEV) is commissioned to examine preliminary information supplied by the proponent regarding a project located on land governed under the James Bay and Northern Québec Agreement (JBNQA) and located south of the 55th parallel. Based on the preliminary information, the COMEV recommends to the Provincial Administrator of the JBNQA (the Deputy Minister of the Environment and the Fight against Climate Change) whether to subject or exempt the project from the environmental and social impact assessment and review procedure as defined by Title II of the Environment Quality Act. If a project is submitted to the impact assessment and review procedure, the COMEV drafts a plan determining the scope of the environmental and social impact assessment required and recommends that the Provincial Administrator send it to the proponent. If a project is exempt from the procedure, the COMEV must draft a notice of exemption.

Under the Environment Quality Act the James Bay Advisory Committee on the Environment (JBACE) is responsible for maintaining the operations of the COMEV using the budget it is allocated by the Minister. In accordance with the provisions of the JBNQA and an administrative agreement, the government of Canada must reimburse the government of Québec one-half of the operating expenses of the JBACE, including those of the COMEV.

Human Resources

The Ministry assigns some of its employees to maintaining the COMEV Secretariat and the analysis of projects submitted to the COMEV.
