Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphere

The Regulation to amend the Regulation respecting mandatory reporting of certain emissions of contaminants into the atmosphereThis link will open in a new window. (RMRCECA) was decreed on December 10, 2025.

The main changes to the RMRCECA are as follows:

  • Amendments have been made to ensure that emissions attributable to biomethane distributed for consumption in Québec are subject to verification.
    • Since January 1, 2025, the RMRCECA has included requirements to ensure that the biomethane is biogenic in nature, that it is injected into a natural gas system connected to Québec, and that it is sold only once.
    • Concordance amendments to the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances have been made to ensure that even though they are verified, CO2 emissions attributable to biomethane are not required to be covered. In other words, it is not necessary to remit an emission allowance for each tonne of CO2 associated with biomethane.
  • Protocol QC.17: Emission factors are updated to take account of changes in the thermal power plants of the provinces and U.S. states where the imported electricity comes from.

The amendments to the RMRCECA come into force on January 1, 2026.
