Amendments to the Regulation respecting greenhouse gas emissions from motor vehicles

On November 9, 2011, the Government of Québec amended the Regulation respecting greenhouse gas emissions from motor vehicles to reflect new Canadian and American federal government requirements for motor vehicle greenhouse gas (GHG) emissions.

Background

The Regulation respecting greenhouse gas emissions from motor vehicles came into effect January 14, 2010. It seeks to establish relative standards for average GHG emissions for 2010 to 2016 model year vehicles initially sold within Québec. These standards are the same as those used in the state of California.

In May 2009, U.S. President Barack Obama announced that his administration would enact stricter fuel economy and GHG emission standards for vehicles sold in the United States. The new standards, which are equivalent to those used in California, call for an average emissions level of 250 grams of CO2 per mile in 2016. In return, California promised to comply with equivalent U.S. federal standards for 2012 to 2016 model year vehicles. It has amended its regulation in order to honor this commitment.

For its part, the Canadian federal government has followed in the footsteps of the U.S. in adopting stricter GHG emission standards for automobiles in October 2010. Going forward, these standards will mirror those of the U.S. government.

The amendments to the Regulation respecting greenhouse gas emissions from motor vehicles bring Québec requirements into line with those of California and other North American jurisdictions.
